Ya Devi Sarva Bhooteshu is a popular devotional hymn chanted by millions of Shakta devotees, especially during the Sharad Navaratri. This hymn is called the Devi Suktam, and is different from the Devi Suktam that appears in the Rig Veda.
The Devi Suktam that starts with “Ya Devi Sarva Bhooteshu” occurs in the 5th chapter of the Devīmāhātmyam. This suktam is also called Caṇḍīpāṭha (चण्डीपाठ) or the Taṃtrokta Devīsūktam (तंत्रॊक्तदेवीसूक्तम्).
The other Devi Suktam that occurs in the Rig Veda begins thus, “अहं रुद्रेभिर्वसुभिश्चराम्यहमादित्यैरुत विश्वदेवैः ।” This is also called the Aṃbhṛnī Sūktam, and is the 125th sūkta (hymn) occurring in the 10th mandala of the Ṛig Veda.
It’s worthwhile to note that the former is called Tantrika Devi Suktam and the latter is called Vaidika Devi Suktam respectively.
This hymns is essentially a stuti, a praise sung by the Devas when they seek protection from Devi. Long time ago, when two asuras, Śuṃbha and Niśuṃbha terrorised the three worlds, took over the powers of Devas like Sūrya, Chandra, Kubera, Yama, Varuṇa, Agni, Vāyu and others, the Devas went to the Goddess to pray for help, and arrived at the Himalayas. In order to please the goddess, they sang about her glory and praised her.
The word Devi is derived from Div dhatu in Sanskrit, that has 2 meanings: to lighten up, and to play. So Devi means, the one who lightens up the universe and is delighted with it, or the one who plays with the phenomena of the universe, to put it loosely. Although the hymn seems to contain many shlokas, it is simple to understand in that it is mostly a collection a few names of the Goddess and expressions of salutations to her. The line “नमस्तस्यै नमस्तस्यै नमस्तस्यै नमो नमः ॥” keeps repeating like a refrain, that means obeisance to her. The Devas hail the goddess with numerous names, some of which mean the Great Goddess, the Auspicious one, She who is Nature, the Primordial Cause, the Ferocious one, the Eternal one, the Bright one, the Mother, the Earth, the One who bestows abundance of wealth, peace, happiness and knowledge. Most of the terms are easy to understand and self-explanatory for even those who have modest knowledge of Sanskrit.

The Devas, after having expressed salutations to the Goddess by praising her with many names, close the hymn with their prayer to remove their perils and bestow upon them all auspicious fortunes and put and end to their distress. Chanting Devi Suktam (prayer for solving problems) is supposed to be followed by Narayani Suktam (expression of gratitude for solving problems), both of which occur in the Uttama Charitam of Devi Mahatmyam, as Devi is Sadya Prasadini and grants the wishes of the devotees immediately.
